~ ~ <br />REQUEST FOR CITY COUNCIL AGENDA ITEM <br />AGENDA DATE REQUESTED July 27. 1992 <br />REQUESTED BY Jeff Litchfield DEPARTMENT Director of Finance <br />REPORT RESOLUTION ORDINANCE XX OTHER <br />EXHIBITS: Letter to City Manager <br />Bid Summary <br />SUMMARY AND RECOMMENDATION <br />On July 20, 1992, the City opened and read sealed bid #0494 for automated meter reading <br />devices. Bid requests were mailed to six vendors with one (1) returning a bid. <br />The process the City desires is the ability to obtain a monthly reading for meters that <br />are continually submerged under water or are in an awkward location (i.e. in a fenced area <br />that is either kept locked or contains unfriendly dogs). The process is accomplished by <br />the attachment of a solid state interrogator device attached to the meter. The meter <br />reader places an electronic meter reading gun to a touchpad wired to the meter and presses <br />a button which submits an electronic signal through a wire to obtain the reading of the <br />meter. The meter reader can then obtain the accurate reading and enter the number into <br />the ITRON data capture unit. This process will not replace the ITRON system, it will <br />enhance it. <br />A misunderstanding of Bid Item 1, the device to capture the read of the meter, resulted in <br />the company bidding a unit the City does not desire. Therefore, we do not want to award <br />Item 1. The device the City needs is expected to cost around $800 each with a projected <br />quantity of three. We will procure these at a later date, following proper purchasing <br />procedures. Items 2A and 2B are for new meters fitted with the device. Items 2C and 2D <br />are for devices that can be retro-fitted to existing meters. <br />Areas targeted for initial installation include: the Spenwick area (south of Spencer and <br />west of Underwood); the 400 and 500 blocks of North 11th, 12th, 13th, and 14th; North <br />Circle and Circle Drive; Jefferson, Sylvan, Lobit, Carroll, Holmes, and Nugent Streets. <br />A list of the bid items and the quantities we plan to order is: <br />Item Description <br />Qty Each Extended <br />2A 5/8" by 3/4" new meter with read at pit 30 77.00 2,310.00 <br />2B 5/8" by 3/4" new meter with read 125' from meter 30 82.00 2,460.00 <br />2C Device to retrofit 2A to existing meters 200 54.00 10,800.00 <br />2D Device to retrofit 2B to existing meters 50 59.90 2.995.00 <br /> Total for 310 meters $18,565.00 <br />The City has budgeted funds of $23,000 available for this product. <br />Contingent upon the approval of additional funds in next year's budget, the City plans to <br />procure more meters in the fiscal year 1992-93. <br />ACTION REQUIRED BY COUNCIL: <br />Approve or deny bid for the second section of RFP #0494. <br />AVAILABILITY OF FUNDS: <br />GENERAL FUND XXX UTILITY FUND XXX OTHER <br />ACCOUNT NUMBER: Funds 002 and 003 FUNDS AVAILABLE: XX YES NO <br />APPROVED FOR CITY COUNCIL AGENDA <br />Z 3 <br />ROB H ERA DATE <br />CI AGER <br />
