<br />RESOLUTION BY THE "B'OARD' 'OF DIRECTORS' bF SHE
<br />LA PORTE-BAYSHORE CHAMBER OF COMMERCE
<br />WHEREAS, businesses and professionals in the State=.'of~Texas have
<br />experienced dramatic changes in the last several"years concerning
<br />the availability, cost, and adequacy of liability insurancef and
<br />WHEREAS, annual increases in the cost of premiums for'-such insur-
<br />ance by several hundred percent have become commonplace= and
<br />WHEREAS, such insurance has, in many instances",''`become unavail-
<br />able to Texas businesses and professionalst and
<br />WHEREAS, such changes have had a profound detrimental impact on
<br />the financial condition of businesses forcing them~in~'~some cases
<br />to go out of business or to move their operations to ;:another
<br />state; and
<br />WHEREAS, this has resulted in the loss of jobs for~~Texas citizens
<br />and the decreased ability of Texas cities to draw new businesses
<br />to their areas; and
<br />WHEREAS, the increased costs of liability insurance are almost
<br />always passed on in higher prices charged to Texas consumers= and
<br />WHEREAS, a major cause of such insurance crisis. is the explosion
<br />of tort liability and damage awards in this state and throughout
<br />the nation; and
<br />WHEREAS, a trend is occurring which has resulted iA~,an;increase
<br />in the amount of and number of court awards based~on~~actors
<br />which are not related to economic loss, inoludinq~`dwards for pain
<br />and suffering, and awards of punitive damages ands

<br />WHEREAS, the La Porte-Bayshore Chamber:of;CommeY
<br />order to ameliorate the insurance crisis and; the
<br />resulting therefrom, and in order to reduce-:she`
<br />cessive court awards, which awards both cause~ar
<br />crisis, it is necessary that the Legislature adS
<br />for the reform of tort law, and adopt legislate
<br />kind and amount of damages that may be awarded `a
