Herrera, City Manager <br /> <br /> <br />FROM: <br /> <br />John Jooms, Assistant City Manage <br /> <br />SUBJECT: <br /> <br />Re-evaluation of South La Porte Trunk Sewer <br />Series 1998 Revenue Bonds <br /> <br />In June 1998 Council authorized the sale of 1.25 million dollars in voter approved but <br />unsold Revenue Bonds for utility system improvements. In Council workshops leading <br />up to the sale we discussed using these funds for the construction of a Trunk Sewer to <br />service developments anticipated in South La Porte (see attached map). The City also <br />entered into a utility extension agreement with the developer of a proposed 10 acre <br />apartment complex which the Trunk Main would eventually serve. <br /> <br />This workshop item is to brief Council on the status of this project and to advise <br />Council on the options available for use of those funds. <br /> <br />Current Status of the proJ>Osed DevelQpment and the Utility Extension Agreement <br /> <br />· Council was previously informed that the developers of the proposed apartment <br />complex at McCabe and SH146 were not able to secure a temporary Sewer <br />Service Agreement with Shoreacres that met their needs. <br />· Also, their Utility Extension Agreement with La Porte has been voided because <br />certain deliverables were not received (see attached letter). <br />· If the owners/developers wish to proceed with the apartment complex (or other <br />development) they will need to return to the P&Z commission as their Special <br />Conditional Use Permit has expired. <br />· The recently approved contract with Gulf Coast Waste Disposal Authority may <br />present other options for sewage service to the acreage South of Wharton Weems <br />Road. This option will require some engineering evaluation prior to final <br />consideration. Where the evaluation involves existing La Porte facilities, staff <br />mIl recommend some participation in the study and potentially in needed <br />improvements. <br />· The owner and developer was and still is interested in the potential for a TIRZ. <br />
