<br />_ <br /> <br />_ <br /> <br />Current Status of Engineering Service Agreement with TC&B <br /> <br />. The contract for design of the Trunk Main has been placed on hold. <br />. There was some expenditure ($42,340) for surveying geotechnical services and <br />some preliminary design work (most of this effort can be updated and used at a <br />later date) <br />. I have asked Mr. Kneupper to see how much effort and expense it would be to <br />complete the metes and bounds description necessary for the easements needed <br />from the Weems Family. If this number is reasonable we may recommend <br />preparation of the easement documents and solicit the Weems signatures. <br />. Since the final design and routing is dependent on the proposed devel~ments I <br />do not recommend that we continue with the design process at this time. <br />. If Council decides to utilize the funds for other purposes, the City could amicably <br />terminate the desi~n agreement with TC&B. <br /> <br />Options ~garding use of the 1.25 million revenue bonds. <br /> <br />. Although Mr. litchfield has some further checking to do , he feels that we have <br />some flexibility in the use of these funds for utility system improvements. <br />. We do,however, need to spend these funds within three years from the date of <br />issuance (June 2001). <br />. I have asked staff to consider major utility system projects that we may want to <br />complete within the next two years. Some options are: <br />. If developments in the area are firmed up we could resurrect the Trunk <br />Main Project. <br />. If we negotiate with developers to provide sewer service through Gulf <br />Coast Waste Disposal Authority we may need to upgrade lift Station #40 <br />(Shady River) <br />. A trunk sewer paralleling the proposed Bay Area Boulevard. (timing could <br />be a problem) <br />. Water distribution system outer loop improvements <br />. Use the funds for our costs to secure additional surface water (since the <br />stams of the LP A W A refunding will not be known until August 1999) <br /> <br />In any case, we should reach a decision made on the use of these funds by the end of this <br />year's budget process. We will keep Council informed of our progress on this matter and <br />of other options. <br /> <br />JJ/cns <br />
