<br />e e <br />SOUTHEAST TEXAS HOUSING FINANCE CORPORATION <br />OWNER OCCIPIED REHABD..AITION PROGRAM <br /> <br />Harris County, Texas (the County), through Southeast Texas Housing Finance Corporation (SETH), a Texas public <br />non-profit has established an Owner Occupied Rehabilitation Program (the Program). The Program is funded <br />through a HOME grant from the U.S. Department of Housing & Urban Development under the Home Investment <br />Partnership ("HOME") program. The Program will improve at least 20 homes of seniors or disabled residen~ of <br />LaPorte, Shoreacres, Deer Park, and Tomball. . <br /> <br />GENERAl. PROGRAM OVER\1fflW <br /> <br />.. <br />The Program is designed to assist low-income seniors and disabled residents of LaPorte, Deer Park, Shoreacres, and <br />Tomball in improving there living conditions through home repair. This assistance is provided as a grant as long as <br />residents agrees live in home for at least five years. SETH has developed this program as a housing preservation, <br />neighborhood revitalization strategy, and a mechanism for Economic Development <br /> <br />PROGRAM ELlGIBII.1TV CRlTF.RIA <br /> <br />EligIble applicants for the Program must meet the following general qualifications: <br /> <br />1. Owner-Occupied Home: Property must be applicants' Homestead, as indicated at the County Tax Office, <br />asking to be improved and must not have benefited from County with similar <br />assistance in the past for at least five years. <br /> <br />2. <br /> <br />Residency: <br /> <br />Applicant must be a resident of one of the participating cities, Deer Park, La <br />Porte, Shoreacres or Tomball as evidenced by utility receipts or other acceptable <br />proof. <br /> <br />3. <br /> <br />Income: <br /> <br />Each Family's total gross earnings must be equal to or less than 80% of the <br />median family income for the area, adjusted for family size, as defined by the <br />most recently published HUD Income Limits. The income limits for the Harris <br />County area are as follows: <br /> <br />Family Size: I <br />$30,300 <br /> <br />2 <br />$34,600 <br /> <br />3 <br />$38,950 <br /> <br />4 <br />$43,300 <br /> <br />Family Size: 5 <br />$46,750 <br /> <br />6 <br />$50,200 <br /> <br />7 <br />$53,650 <br /> <br />8 <br />$57,150 <br /> <br />4. Special Needs Population: Be 62 years of age or older and/or disabled as defined in section 223 of the <br />Social Security Act or Section 102 of the Developmental Disabilities Assistance <br />and Bill of Rights Act. <br /> <br />5. Combined Annual Income: Includes all person's income over 18 in household <br /> <br />6. Insurance Requirements: Homeowners insurance is required for 5 years and if residence is located in the <br />Flood Way, flood insurance is needed. <br /> <br />7. Single Family Housing: Housing unit must be single family dwelling. <br /> <br />8. Housing Standards: Dwelling must meet HQS at minimum and Local Building Codes once <br />rehabilitation is complete. <br /> <br />9. Affordable Housing: The maximum after rehabilitation value of the property must not exceed 95% of <br />area median value. <br />
