<br />SPENDING LIMITS <br /> <br />e <br /> <br />e <br /> <br />..;. <br /> <br />This program shall be held to construction and related cost of no more than Twenty Thousand (20,OOO.OO) <br /> <br />PROGRAM ADMINJ~TRATION <br /> <br />The Program will be operated in accordance with all applicable rules and regulations of the Department of Housing <br />and Urban Development (HUD), LaPorte, Shoreacres, Tombal!, Deer Park, and the County. Administrative <br />procedures used to implement the Program will be added or modified to meet any changes made to such rules and <br />regulations of the above entities that may occur over time. Administrative authority for the operation of the Program <br />will rest with the Program Administrator (Administrator) appointed by SEm's Executive Director in accordance <br />with the terms of the contract between SEm and Hanis County. The Administrator will be responsible for <br />conducting application intake procedures, taking applications for qualified seniors and disabled, verifying eligibility, <br />maintenance of Program records as required by HUD and/or Hanis County, and contractor files. <br /> <br />". <br /> <br />APPLICATION PROCESS <br /> <br />1. Applicant will submit a Program Application to the Southeast Texas Housing Finance Corporation with <br />Copies of income lax returns and proof of residency. Applications will be date stamped upon receipt and processed <br />in order of receipt . <br /> <br />2. The Program Administrator will determine the eligibility of the applicant based upon rules and regulations <br />governing HOME programs. Administratively incomplete applications will be rejected if the application is not <br />completed in a timely manner. If the applicant is determined to be ineligible, the Program Administrator will issue a <br />letter of ineligibility. <br /> <br />3. Applications will be ranked by SEm's staff and schedule initial inspection for the top 20 applications. If an <br />applicant is found to be eligible, the Program Administrator will contact the applicant to schedule their initial <br />inspection. <br /> <br />Mail or deliver to: Program Administrator, Southeast Texas Housing Finance Corporation, <br />12621 Featherwood, Suite 280, Houston, Texas 77034. <br />
