REPORT <br />I:YY Associates proposes an arparuleal scope of work to the Pineloch Community Association <br />(the Association) with regard to the proposed Bayport Texminal Project. The expanded <br />services would include an Air Quality Technical Report to support the focused <br />Environmental Assessment (EA) previously proposed by EIP Associates. The Air Quality <br />Ter]uucal Report would highlight critical issues affecting the project related to ozono, <br />particulate matter, and toxic air contaminants. The components of the technical report are <br />grouped in this work plan to identify separate tasks for addressing each issue. 't'ask <br />ntunbering is from the original work plali. '!'he schedule and coordination for these tasks <br />would be as identified in the previous work plan. <br />TASK 2 2A' AIR UAI.ITY TECHNYCAL RF,PORT <br />'11zis task addresses basic air quality issues and ozone problems. The project is located in an <br />air basin that is a "severe" non-attainment arcs for ozone. T17e project could impair efforts <br />of the 'Texas Natural Resource Conservation Commission (TNRC~G~ to manage air quality in <br />the region and attain the standards. The #ollowing data will be acquired with the assistance <br />of the Association. <br />A summary of the existing air quality conditions wi.11; <br />• review the nature of air pollution and the meteorologiGd conditions that influence air <br />gtlalny COnClltions, '!'he pollutarns of concern (namely, ozone, particulate matter, and <br />wxic air contaminants) will be identified aid described; <br />• describe and map sensitive air quality receptors in the project vicinity and location of <br />ambient air quality monitors; <br />• describe historical ambient ozone and particulate levels and climate data reported by the <br />'lNRGC as it would affect formation of oT,one and inhalable particles; and <br />• describe of the region's attainment status with regard to the ambient air quality <br />standards. Violations of the federal rnone standard commonly occur, 'T'his will include <br />an explanation of the scvcriry and coverage of the region's violations in terms v# physical <br />location of the violations and number of violating hours per year. <br />The regulatory framcworlc w~l: <br />• expltin the federal and state requirements that affecx air quality through regional <br />p]aiuung, sourco control, and permitting; <br />• describe past efforts to tninunize ozone in the region and plans to attain the o~-one <br />standards by 2007. This discussion will include a swnmary of the recent attainment <br />demonstration, or State Implementation Plan (SIP) revision, for the I3ouston/Galveston <br />area adopted in October 1999 and ongoing souru: quantification and rx-odeling efforts <br />by the TNRCC to reassess the region's progress; <br />• describe the region-wide source uzventory and explain the methods of control that have <br />been historical}y contemplated.
