hearing, the Planning Director shall convene a hearing to consider the decision and the <br />owners response thereto. The Planning Director shall give written notice to the owner <br />by first class mail at least three (3) days prior to the hearing. Notice shall be considered <br />given on the day it is placed in the mail. The notice shall state the time and place of the <br />hearing and generally the subject of the hearing. The hearing shall be conducted by <br />the Planning Director. The Planning Director shall promulgate rules for the conduct of <br />hearings that are consistent with this Article and the principles of due process. The <br />decision of the Planning Director shall be final. <br />Section 5.08. Contents of permits. <br />A permit issued hereunder shall set forth the location of the permitted vacant <br />building by legal description or commonly known street address, the name of the <br />person to whom the permit is issued and any other information the Planning Director <br />may deem necessary. <br />Section 5.09. ' Non4ransferable. <br />Permits issued as herein provided shall be deemed personal to the permitted <br />and the permitted vacant building and shall not be assigned or transferred to any other <br />person or vacant building. <br />Section 5.10. Permit does not bar prosecution under or enforcement of <br />ordinances. <br />No permit granted as herein provided shall ever be.- held to bar prosecution for <br />violation of any ordinance of the city, or to prevent the enforcement of any ordinance or <br />inhibit the exercise of any powers and duties of any officer under the terms of any <br />ordinance. Without limiting the foregoing, no provision of this Article shall be construed <br />to prohibit the demolition of any building pursuant to any order of the Commission, the <br />Commission or a district court. <br />Section 5.11. Identification of buildings. <br />In addition to any legal requirements regarding the posting of numbers on <br />structures, every vacant building for which a permit is required hereunder shall have <br />affixed on the front door thereof or on some other location adjacent thereto so as to be <br />conspicuous and identifiable from an adjacent public street an individually numbered <br />sticker, tag or token provided by the city. Failure by the permittee to maintain the <br />sticker, tag or token on the vacant building so as to be conspicuous and identifiable <br />from an adjacent public street shall be grounds for permit revocation. <br />Page 17 <br />
