(c) Each permittee shall immediately notify the building official of any change <br />of the permittee's residence or business address or telephone number. Such <br />information shall be provided by the building official to the building official, who shall <br />cause the information to be placed into the permit file without charge. <br />Section 5.06. Fees; non-refundable. <br />(a) The fee for a permit, whether original or renewal, shall be <br />provided that the fee shall be reduced to for the <br />second and each subsequent building where applications are simultaneously filed for <br />two (2) or more buildings under common ownership that are situated on the same tract <br />or parcel of land. The fee shall be paid to the building official at the time of the filing of <br />the application. The fee for a certificate of compliance fot a secured building shall be <br />(b) A replacement fee of shall be charged for <br />replacement or reissuance of each permit, sticker, tag or token that is lost, mutilated or <br />otherwise rendered unusable. <br />(c) No refund of any permit fee paid hereunder shall be made by the city for <br />any cause whatsoever. <br />Section 5.07. Issuance. <br />(a) Upon proper application, a permit to secure shall be provided the <br />applicant in unvalidated form. A permit to secure is not -considered "issued" unless <br />signed and validated by the building official or his designee, even if an unvalidated <br />permit is given the applicant upon application. As soon thereafter as practicable, the <br />building official shall inspect the vacant building to determine whether it is secure. If so, <br />the permit shall be validated and issued. If not, the building official shall advise the <br />owner of the deficiencies and shall reinspect the building upon receipt of a written <br />request for reinspection and payment of a reinspection fee of <br />(b) A permit shall be effective for a period of one (1) year from the date of its <br />validation and issuance. In any instance in which the building official determines that <br />the condition of the vacant building has deteriorated to the extent that it cannot be <br />made secure, then the building official may take immediate action to bring the vacant <br />building to a hearing or rehearing under Section 4.01 of this Article. <br />(c) If the building official refuses to issue the permit on the grounds that the <br />materials or means used are insufficient or inadequate to maintain the vacant building <br />so that it is secure, then the building official shall so notify the owner in writing of the <br />reasons for the denial. The owner of a vacant building may appeal a decision of the <br />building official denying a permit on those grounds within ten (10) days after notice of <br />the decision is mailed to the owner by filing a written notice of appeal in the office of the <br />Planning Director.
