• • <br />Implementation Plan .................................................................................. <br />Chapter 13 <br />GOAL 13.3: Implement and annually update afive-year Capital Improvements Program <br />(CIP). <br />OBJ. 13.3a: To ensure well managed and fiscally responsible growth, proactively <br /> plan for the future capital improvement needs of the community by <br /> planning for capital expenditures to be incurred each year of a fixed <br /> period of years. <br />Policy 1: The City should establish a formalized capital improvement program <br /> process to schedule future capital expenditures. <br />Action 1: Require all City departments to develop project requests, including a <br /> detailed description of the improvement, its relative priority among other <br /> departrnental improvements, and preliminary order of magnitude cost <br /> estimates. <br />Action Z: Appoint a CIP coordinator to compile all project requests and to coordinate <br /> the review of projects. <br />Action 3: Establish a fiscal policy or a series of policy statements to create <br /> parameters regarding distinct limits on the amount of annual funding <br /> available and methods of financing. <br />Action 4: Establish CIP goals with the City Council, which are statements of Council <br /> intent. <br />Action 5: Establish an engineering review of cost estimates initially developed by <br /> individual City departments as well as technical feasibility of projects. <br />Action 6: Establish a financial review process to assess the financial feasibility of <br /> projects, develop alternatives to financing improvements, and identify <br /> proposed sources of funding for all requested projects. <br />Action 7: Establish a planning review by the Planning Department as well as the <br /> Planning and Zoning Commission to ensure conformance with the goals <br /> and objectives of the Comprehensive Plan. <br />Action S: Perform a chief administrative review to determine the conformance of <br /> each project to the fiscal policies and CIP goals established by the City <br /> Council and the relative priority of each project. <br />Action 9: Develop a formalized City Council review process to review individual <br /> projects, projects that require special financing, and those that require <br /> multiple year financing. <br /> <br />GOAL 13.4: Develop alternatives to finance the construction of infrastructure extensions <br />supporting new development as the city grows. <br />OBJ. 13.4x: Track external funding sources and identify other revenue methods <br />that would be a good fit for La Porte. <br />Policy 1: The City should routinely monitor and aggressively pursue grant and low- <br />interest loan opportunities that would address infrastnicture priorities <br />without imposing an e.ccessive debt or administrative burden on the City. <br />Page ! 3-~ <br />I.a Porte Comprehensive Plan Update ...................................................................................... c <br />
