Implementation Plan <br />Chapter 13 <br />Action 1: Assign to a representative of each City department the responsibility of <br />tracking external funding opportunities in their program area,, and appoint <br />an overall coordinator for the City. <br />Action 2: Maintain good contacts with federal, state and regional agencies which <br />oversee infrastructure funding programs, particularly the Texas <br />Department of Transportation, the Texas Department of Housing and <br />Community Affairs, the Texas Department of Economic Development, <br />Harris County, the Harris County Flood Control District, and the Houston- <br />Galveston Area Council. <br />Action 3: Provide periodic "grantsmanship" training for City staff involved in <br />tracking funding opportunities through the World Wide Web and other <br />resources. <br />Policy 2: The City should maximize funding participation of private developers in <br />capital improvements and utility extensions that are directly attributable to <br />new development. <br />Action 1: As discussed in the Transportation and Utility Infrastructure Elements of <br />the Comprehensive Plan, consider adoption of impact fees to generate <br />revenue for funding or recouping the costs of capital improvements or <br />facility expansions necessitated by and attributable to new development. <br />GOAL 13.5: Revise existing ordinances and adopt new ordinances as necessary to <br />implement the La -Porte Comprehensive Plan Update. <br />OBJ. 13.Sa: Establish a formalized process for the review and amendment of the <br />City's Code of Ordinances. <br />Policy 1: The City should utilize existing ordinances and develop new codes, <br />policies and guidelines as necessary to implement the recommended <br />actions of the Comprehensive Plan. <br />Action 1: Conduct annual reviews of the zoning ordinance and subdivision <br />regulations and make amendments as necessary to conform with recent <br />changes in law, common planning practice, and to accommodate local <br />development trends. <br />Action Z: Assign City deparhnents to identify and draft potential new ordinances that <br />may be used to implement the Comprehensive Plan. <br />The lifeblood of the La Porte Comprehensive Plan Update is in the City's ability to implement its <br />goals, objectives and policies through tools like the zoning ordinance and subdivision regulations. In a <br />continually changing environment, enforcement is a necessary action not only to preserve the character and <br />integrity of established neighborhoods and nonresidential areas, but also to ensure sustainable quality <br />development in the future. <br />Page 13-6 <br />.......................................................................................
