<br /> <br />........................................................................................................ lmplementatiun Plan <br />Chapter 13 <br />• Consider adoption of impact fees for utility improvements. <br />• Continue to negotiate long-teen contracts for refuse disposal, with options to extend. <br />• Consider implementation of a curbside recycling program. <br />Major Actions: Parks and Recreation <br />• Study the feasibility of a density bonus schedule that rewards increased density for greater open <br />space, increased setbacks, preservation of natural areas, provision of natural amenities and set- <br />asides for wetlands and other sensitive habitats. <br />• Pursue the acquisition of a sufficient amount of land to develop mini-parks, neighborhood and <br />community parks, and lineaz linkages to serve the active and passive recreation needs of all <br />citizens. <br />• Work towazd acquisition of excess rights-of--way, vacated alleys and easements, areas, beneath <br />overhead powerlines, irregularly shaped pazcels and other non-developable pazcels for utilization <br />as mini-parks and/or public open space. <br />• Encourage the private development of recreational activities such as a bowling alley, skating rink, <br />movie-theater, and an indoor sports facility. <br />• Work with the Chamber of Commerce, Main Street Association, and other civic groups to assist. <br />and promote the organization of annual community activities such as sports tournaments, festivals, <br />outdoor concerts, fairs and other special events. <br />• Advertise and promote youth and recreation programs to inform the public of available programs <br />and activities. <br />• Work with Hams County Precinct 2 and other governmental and civic entities to enhance the <br />attraction of Sylvan Beach by creating a boardwalk along the shore, developing a mazina with boat <br />slips, and enhancing the park and open space areas, if economically feasible. <br />• Work toward identification of rights-of--way, easements, natural drainage ways, streams and bayous <br />that are suitable for development of hike and bike trails. <br />• Work to increase public awareness of local heritage through the incorporation of historic and <br />cultural value into park and recreation activities and programs. <br />Major Actions: Community Facilities <br />• Periodically review the staffing needs of the Police Department and hire additional officers and <br />stag as needed, to achieve and sustain the level established by the most recent Uniform Crime <br />Report, Crime in the United States, published by the U.S. Department of Justice, Federal Bureau of <br />Investigation. <br />• Continue periodic skill checks to ensure police officers are current in their knowledge and practice. <br />• Minimize response times for police emergencies. <br />• Partner with local organizations, clubs, schools, and other governmental entities (i.e. the County) to <br />promote educational programs that enhance awareness by all citizens of drug abuse and gang <br />activities. <br />Page 13-10 <br />:......................................................................................
