<br />CANADA ROAD PROJECT <br />October 21, 2003 Update <br />1. Execute cost-sharing agreement with Hams County and transfer road (temporary) to Hams <br />County Road Log (Resolution and draft cost-sharing agreement delivered to Harris County). <br />County has indicated that it will not consider Agreement until ROW secured. <br />2. Secure eight parcels for ROW <br />• Letters to property owners (Complete) <br />• Solicit property donations as benefit to owner -tax and improvement <br />• Invite to group meeting (Complete) <br />• Indicate that if not donated, may impose paving assessment <br />Meeting held July 22°d with property owners. Further meetings held September 9~' and October <br />14~' with Real Estate agent representing property owners on zoning issues. Appraisal update <br />ordered on Parcel H (adjacent to Texaco -north end of project) to determine cost -may consider <br />buying this small parcel to complete northern ROW acquisition. <br />3. Secure agreements for relocation of two (2) pipelines and electrical facilities <br />• Negotiate agreement for cost sharing <br />• Establish costs -have pipeline engineer check estimates provided <br />• Consider competitive bidding of pipeline work <br />No progress to date -awaiting acquisition of ROW. <br />4. Identify total estimated costs <br />• Estimated cost currently $4.1 Million <br />• City share - $2.350 M (Current Budget $1.9 M - $450,000 deficit) <br />• County Share $1.75 M <br />Cost estimate still on track. Final costs will depend on method of ROW acquisition. <br />5. Identify Funding Source <br />• 'h cent sales tax/confirm compliance with new 4B legislation <br />• Other <br />Funds budgeted in FY 03-04 Utility CIP Fund for Utilities installation. The potential sale of <br />Certificates of Obligation under consideration for construction of Road and Drainage <br />Improvements. <br />6. Relocate pipelines and electrical facilities. <br />No progress to date. <br />7. Complete design of utilities, roadway and drainage, signalization of Fairmont Pkwy. (Roadway <br />design 90% complete). <br />Completion of design of roadway underway. Engineer is examining changes and additional costs <br />to start Project at Spencer, as well as breaking the Project into two parts. Will consider proposal <br />form Engineer to begin design of utilities at October 27`~ Council Meeting. <br />8. Bid and Construct Project <br />9. Questions from July 22°d Meeting with Property Owners. <br />
