SECTION 37. Subchapter D, Chapter 502, Transportation Code, is amended by adding Section 502.1515 to read as follows: Sec. 502.1515. OUTSOURCING PRODUCTION OF RENEWAL NOTICES; PAID ADVERTISING. The commission may authorize the department to enter into a contract with a private vendor to produce and distribute motor[O] vehicle reqistration renewal notices. SECTION 39. .Section 542.203, Transportation Code, is amended by adding. Subsections (d) and (e) to read as follows: (d) A locai 'authority may not implement or operate a photoqraphic traffic siqnal enforcement system with respect to a hiqhway under its iurisdiction. The attorney qeneral shall enforce this subsection. (e) In this section, "photoqraphic traffic siqnal enforcement system" means a system that: (1) consists of a camera system and vehicle sensor installed to exclusively work in con;unction with an electrically operated traffic-control siqnal; (2) is capable of producinq one or more recorded photoqraphic or diqital imaqes that depict the license plate attached to the front or the rear of a motor[O] vehicle that is not operated in compliance with the instructions of the traffic-control siqnal; and (3) is desiqned to enforce compliance with the instructions of the traffic-control siqnal by imposition of a civil or administrative penalty aqainst the owner of the motor[O] vehicle.
