"Texas and Pipeline Safety" - RRC <br /> <br />Budgeted Item: _YES -X-NO <br /> <br />SUMMARY & RECOMMENDATION <br /> <br />Linde Gas North America, LLC has filed application with the City to install an 8" hydrogen gas <br />pipeline from its Bayport facility to its La Porte Plant in the Battleground Industrial District. The <br />pipeline will be constructed within an existing pipeline corridor as illustrated on Exhibit 4 of this <br />packet. <br /> <br />Crossings will be made at Fairmont Parkway, Spencer Highway, North "0" St., North "H" St., <br />North "L" St., North "P" St., Old La Porte Rd., and S.H. 225. The applicant has identified all <br />existing City utilities at each crossing and will utilize directional drilling to install the pipeline below <br />the City's water and/or sewer lines at each crossing. <br /> <br />Each Harris County Flood Control crossing will be constructed at a minimum of 5 feet below the <br />ultimate depth of the channel. The pipeline will operate at a maximum pressure of 1480 PSI, will <br />be tested to a minimum 2220 PSI, and will have minimum yield strength of 52,000 PSI. Staff <br />anticipates no conflicts between construction of the subject pipeline and the City's utilities. <br /> <br />Linde Gas North America, LLC's application meets all requirements of the City's Pipeline <br />Transportation Ordinance. The company has submitted all required documentation and fees per <br />the ordinance. <br /> <br />Conditional to Linde's permit from the City are the following stipulations: <br /> <br />. Any future relocation of the pipeline permitted within the City, State or County rights-of- <br />way shall be at the sole expense of the Permittee (Re: Exhibit 3, Item # 3) <br />. Any and all construction materials must be promptly removed upon completion of each <br />crossing so as not to impede stormwater drainage (Re: Exhibit 3, Item #4) <br />. Any fill material resulting from construction shall be removed or be subject to a City Fill Dirt <br />Permit (Re: Exhibit 3, Item #5) <br />
