<br />The general contractor will provide independent third-party inspection for all aspects of the <br />construction process. Linde staff will oversee all activities of the general contractor and have <br />ultimate responsibility for the quality and integrity of the pipeline. <br /> <br />Linde will inspect the pipeline in accordance with applicable DOT and RRC codes and regulations <br />including the following: <br /> <br />. Corrosion Control Cathodic Protection Survey will be conducted annually <br />. Atmospheric Corrosion inspection will be conducted every three (3) years <br />. Aerial Patrolling of Surface Condition will be conducted quarterly <br />. Leakage Surveys will be conducted semi-annually <br />. Valve Maintenance will be conducted annually <br />. Training and Manual review will be conducted annually <br /> <br />Additionally, as part of Linde's DOT Pipeline Integrity Management Plan, the pipeline will be <br />inspected with an internal inspection tool ("smart pig") at five (5) year intervals. <br /> <br />The subject pipeline will be regulated by the Texas Railroad Commission as an Intrastate <br />Pipeline. All design, materials and construction are subject, at a minimum, to the following <br />regulations and codes: <br /> <br />. City of La Porte Code of Ordinances - Chapter 102, Article IV - "Pipeline Transportation" <br />. The Department of Transportation ("DOT") Standard CFR Title 49, Part 192: <br />"Transportation of Natural and Other Gas by Pipeline" <br />. National Fire Protection Agency Code (NRPA) Chapter 70 (National Electric Code) <br />. ASME 831.8: "Gas Transmission and Distribution Piping Systems" <br />. U.S. Department of Labor RegUlations: Title 29, CFR 1910 and 1925: "Occupational <br />Safety and Health Standards" <br />. API 1104: "Standard for Welding Pipelines and Related Facilities" <br /> <br />If approved, City Council will thereby authorize the Director of Planning or his designee to execute <br />the permit in duplicate originals, one which shall be delivered to the Permittee and one which shall <br />be retained by the City. <br /> <br />Action Required bv Council: <br /> <br />Authorize the Planning Director to execute a Pipeline Permit as requested by Linde Gas North <br />me 'ca, LLC, for installation of an 8" hydrogen gas pipeline within the City of La Porte. <br /> <br /> <br />Ron Bottoms, City Mauager <br /> <br />fib I rPt <br /> <br />Date <br />
