The PER will quantify the impacts <br />and propose a form of mitigation in order to eliminate the impacts. <br /> <br />All proposed development draining directly to Harris County facilities require a review by <br />HCFCD for impacts to flood waters. HCFCD is the local regulatory branch charged with <br />Stormwater Management compliance for all projects draining to, or within, Harris County main- <br />stem streams. As a participant in the National Flood Insurance Program (NFIP) proposed new <br />development and significant redevelopment draining to County drainage facilities cannot result <br />in increased adverse peak discharges and/or adverse increases in water surface elevations in <br />receiving streams. <br /> <br />As part of our services, Klotz Associates will prepare an impact analysis report for submittal to <br />the HCFCD for review. This signed and sealed report will be submitted to HCFCD and will <br />describe the methods used to determine impacts and provide mitigation for those impacts. The <br />purpose of the study is to demonstrate that the proposed improvements will have "no-impact" on <br />receiving streams for storm frequencies up to, and including, the 100-year rainfall event. <br />Included in the report shall be calculations, maps, and supporting data provided by both parties. <br /> <br />Coordination between the City of La Porte and Klotz Associates will be required and include <br />emails, meetings, and telephone conference calls as necessary through the completion of the <br />project. <br /> <br />On receipt of written notice-to-proceed, Klotz Associates will perform professional engineering <br />services for the City as listed under the Scope of Basic Services described herein and in <br />accordance with the Letter of Agreement for Consulting Services. <br /> <br />SCOPE OF BASIC SERVICES <br /> <br />A. Proiect Planning and Initiation <br />1. Develop Project Plan, kickoff meeting, resource allocation & schedule. <br />2. Meet with both the City and HCFCD. <br />3. Klotz Associates will gather design data as needed from other sources. The City <br />will provide record information, in lieu of as-built drawings, for roadways and <br />utilities (storm, water and sanitary) within the project limits and the City will survey <br />the house slab elevations. Any information not provided by the City will be <br />obtained and invoiced to the City. <br />4. Coordinate with surveyor to obtain detailed survey. <br /> <br />B. Analvsis <br />5. Develop XP-SWMM models for the existing storm sewer system and existing <br />overland sheet flow patterns. <br />
