REQUEST FOR CITY COUNCIL AGENDA ITEM

Agenda Date Requested:

October 11.2010

Appropriation

Requested By: Steve Gillett

Source of Funds Fund 003

Department:

Public Works

Account Number: 003-9890-614-1100

Report: X Resolution:

Ordinance:

Amount Budgeted: $100,000

Exhibits: Engineers Proposal

Amount Requested: $80,050

Exhibits:

Budgeted Item:

Yes

SUMMARY & RECOMMENDATION

The waterline serving the Main Street area from South 1 st to SH 146 is over 50 years old. The waterline
is located under the outside eastbound lane of pavement. Pipe joints are packed with jute and filled with
lead. The pipe material is cast iron. Because all water services are in the adjacent alleys, this waterline
serves as a fire line and loop system for the Main Street area. Phase I of this project is Design. Phase II,
Construction, is programmed for the following fiscal year.

LJA Engineering & Surveying Inc. has proposed the design concept for the replacement of the waterline
by abandoning it from under Main St and replacing it in the adjacent alleys with laterals running from the
alleys to Main Street and terminating at the fire hydrants. Additional waterlines connecting the Water
Plant on North Broadway and the Water Tower on South 4th will be designed to provide additional
capacity and replace other waterlines under Main Street that are over 50 years old. Other design
alternatives will be considered during the preliminary phase. LJA Engineering's proposal includes the
following for the Main Street Area:

Preliminary Phase
Design Phase
Bidding Phase
Construction Phase
Survey & Record Drawing
Total Evaluation and Design

$10,500
$35,950
$ 2,700
$ 5,400
$25,500
$80,050

LJA Engineering has also proposed to review pavement overlay possibilities in the adjacent alleys during
the preliminary and design phase. LJA Engineering has completed several difficult Water Distribution
System projects for the City of La Porte in recent years and has proved to be capable of designing the
replacement of the Main Street waterline and associated waterlines. Staff recommends award of a
contract to LJA Engineering for the design of the Main Street waterline replacement.

I~ I ~ I t;f)
Date
