<br />Flooding and limited channel capacities within the City along BI12-00-00 are a result of <br />conditions that occur through the entire channel reach and are not just concentrated <br />within City limits. Removing the benches in Bl12-00-00, downstream of the confluence <br />with B112-02-00 and providing mitigation elsewhere are expensive and may serve to <br />lower flooding in the City; however, downstream backwater effects outside City limits <br />along with high flood flows from upstream areas of B112-00-00 create significant <br />changes to the flooding in this area of the City.
