<br />SECTION 5 <br />RECOMMENDA TIONS <br /> <br />5.1 Recommended Drainage Improvements <br /> <br />Fairmont Park East <br />Alternative 3 is recommended to provide drainage for a 5-year storm event and lower the <br />hydraulic grade line thereby, reducing ponding elevations at low points for side streets <br />intersecting Fleetwood Drive. Alternative 3 involves adding a parallel storm sewer trunk <br />line to the existing storm trunk line under the northbound pavement section from <br />Mesquite to N. Spruce with least inconvenience to the public over the other alternatives. <br />Estimated construction cost is $1,206,000. A junction box at N. Spruce is proposed to tie <br />the existing storm sewer serving areas north of N. Spruce into the new parallel storm pipe. <br /> <br />This alternative is selected because the difference in cost from the least expensive option, <br />Alternative 1, is approximately $100,000 and lowers the hydraulic grade line for both the <br />existing trunk line and proposed trunk line below street level. Alternative 3 is similar to <br />Alternative 1 but require less pavement repair by using a shorter trunk line over <br />Alternative 1. <br /> <br />Mitigation may be required and coordination with HCFCD is needed for this project. <br /> <br />Brookglen Subdivision <br />It is recommended that the City request Harris County Flood Control District (HCFCD) <br />investigate alternatives to reduce water surface elevations in HCFCD Unit BI12-00-00 <br />and Unit B 112-02-00. The City of La Porte is limited from implementing improvements <br />that lower water surface elevations in the channel due to cost effectiveness and City <br />limits.
