<br /> <br />STUDY APPROACH, contineud <br /> <br />support for the Program in the community survey (Step 1), and use this input to guide our advice. <br />The tenants of the Texas Main Street Program will be reviewed and incorporated as needed into the <br />recommendations in this section of the Strategic Plan. <br /> <br />While this section will contain recommendations for making directional decisions about the Main Street <br />Business District, it will not provide illustrative or architectural renderings of what the future Main Street <br />will look like. <br /> <br />Step 4.5: Implementation Guide <br /> <br />This final section of the Strategic Plan will guide the City and local organizations in implementing actions <br />described in Steps 4.1 - 4.4. It will include: <br /> <br />. Performance Metrics - The implementation guidelines will include a system for monitoring <br />progress over the 3-year campaign. Metrics will tie back to the goals that we set in the beginning <br />of the Plan - increased prospect activity, improvements to local infrastructure, or improved business <br />retention, for example. <br /> <br />. TaskAssignments - The implementation guidelines will assign primary and secondary <br />responsibility for each action item to the City and other local organizations involved in economic <br />development. <br /> <br />. Resources and Funding - The implementation guidelines will conclude with a list of the resources <br />and budget needed to implement the 3-year campaign. We will examine potential for promotion <br />assistance through tax policies and economic development incentives. We will recommend the <br />best tools for funding development. This tool kit could include: property and sales tax incentives, <br />tax abatements and TIFs, Public hnprovement Districts, Freeport Exemptions, Foreign Trade Zones, <br />380 Agreements, Enterprise / Empowerment Zones <br /> <br />In addition, this section will list which marketing tools will be required to effectively implement <br />the Strategic Plan and a budget for each. <br /> <br />Step 4 Deliverables: <br /> <br />A complete Action Plan containing: Community Development and Marketing Action Plan (4.1), <br />Master Plan Review and Action Plan (4.2), Development Policy Review and Action Plan (4.3) Main <br />Street District Action Plan (4.4), and hnplementation Guidelines (4.5). <br /> <br />· The complete Economic Development Strategic Plan, which bundles the Action Plan with <br />deliverables completed in earlier steps of the project: Economic Assessment (1.2), Economic <br />Mix Analysis (2.0), SWOT Analysis (3.0), and summary of public input (1.3). <br /> <br />PROPOSAL: ECONOMIC DEVELOPMENT STRATEGIC PLAN FOR THE CITY OF LA PORTE.
