<br />ZONING <br /> <br />~ 106-659 <br /> <br />(3) Submittal and filing of the general plan shall be according to the development <br />ordinance number 1444 on file in the city secretary's office and shall contain, in <br />addition to the requirements ofthe development ordinance number 1444 on file in the <br />city secretary's office, the following information: <br /> <br />General area wide development plan (general outline of the site and surrounding <br />area). <br /> <br />a. Uses. <br /> <br />b. Zoning. <br /> <br />c. Streets. <br /> <br />d. Grade or topography. <br /> <br />e. Density. <br /> <br />f. Utilities and drainage. <br /> <br />(4) The applicant shall submit a proposed schedule of construction. If the construction of <br />the proposed planned unit development is to be in stages, then the components <br />contained in each stage must be clearly delineated. The development schedule shall <br />indicate the approximate starting date and the completion date of the complete <br />development plan. <br /> <br />(5) A written description shall be submitted documenting the type of property control that <br />will be utilized to administer, control and maintain any common open space or areas. <br /> <br />(b) Review and evaluation criteria. The city planning and zoning commission shall review <br />and recommend to the city council who shall evaluate and decide based on the following <br />criteria: <br /> <br />(1) Adequate property control is proposed to protect the individual owners; rights and <br />property values, and the public responsibility for maintenance and upkeep. <br /> <br />(2) The interior circulation plan plus access from and onto public rights-of-way does not <br />create congestion or dangers and is adequate for the safety of the project residents and <br />the general public. <br /> <br />(3) A sufficient amount of useable open space is provided. <br /> <br />(4) The arrangement of uses does not unreasonably disturb the privacy or property val ues <br />of the surrounding residential uses. <br /> <br />(5) The preliminary drainage and utility system plans are adequate based on a report <br />from the director and the final drainage and utility plans shall be subject to his <br />approval. <br /> <br />(6) The development schedule ensures a logical development of the site which will protect <br />the public interest and conserve the land. <br /> <br />(7) The development is in compliance with the requirements of the city development <br />ordinance number 1444 on file in the city secretary's office. <br /> <br />CD106:77 <br />
