~ G <br />2.18 DEVELOPMENT: The process of converting land within the <br />City's jurisdiction from its natural state, or its existing • <br />usage to residential, Commercial or industrial uses. <br />This definition encompasses any and all physical changes <br />to the land not regulated through the City Building Code <br />inherent in such conversions. The term development in- <br />cludes subdivisions as defined herein. <br />2.19 DEVELOPMENT AUTHORIZATON: A document issued by the Depart- <br />ment for the development of land within the City juris- <br />diction. A development authorization is issued after final <br />approval of a subdivision or development site plan by the <br />City approving authority, and authorizes the construction <br />of improvements not regulated by the City Building Code. <br />2.20 DEVELOPMENT, MAJOR: Any development not a minor develop- • <br />ment. <br />2.21 DEVELOPMENT, MINOR: Any project or development that in- <br />volves no more than five (5) acres of land and the total <br />square footage of all buildings on the site does not <br />exceed 20, 000 square feet and requires no change to the <br />City's Comprehensive Plan. <br />2.22 DIRECTOR: The City Director of Community Development or <br />his designated representative. <br />2.23 EASEMENT: A right given by the owner of a parcel of land <br />to another person, public agent or private corporation <br />for specific and limited use of that parcel. <br />• <br />
