~~ <br />-15- <br /> <br /> <br />re-subdivide, plat, or replat any land within the City of La <br />Porte or its extraterritorial jurisdiction without an ap • <br />proved City Development authorization. In addition, it <br />shall be unlawful for any owner or agent of any owner of <br />land to cause the development of any land within the cor- <br />porate limits of the City of La Porte, without an approved <br />City Development authorization. It shall be unlawful for <br />any such owner or agent to offer for sale or sell property <br />therein or thereby, which has not been laid out, subdivided, <br />resubdivided, platted, replatted or developed without the <br />approvals required in this Ordinance, subsequent to the <br />passage of this Ordinance. <br />3.01 The City shall withhold all City improvements of whatso- <br />ever nature, including the maintenance of streets and th~ <br />furnishing of utilities from all subdivisions or develop- <br />ments not in conformance with the provisions of this <br />Ordinance. <br />3.02 No building permit shall be issued for the erection or <br />improvements of any building in the City's jurisdiction <br />not located within an approved and recorded subdivision <br />plat or within an approved development site plan as def fined <br />herein. <br />3.03 CONFORMANCE WITH THE COMPREHENSIVE PLAN <br />The City shall, under the provisions of Article XI Section <br />5 of the Texas Constitution and the provisions of Article <br />970a and 974a, require that all plans or plats conform to <br />• <br />
