Prior to filing of the final plat or plan for <br /> record, the following requirements must be met: <br /> (1) The developer or dedicator of any plat or <br /> plan shall obtain from the holder of any <br /> private easement or fee strip within the <br /> plat or plan crossed by proposed streets or <br /> other public easements an instrument granting <br /> to the public the use of said public streets <br /> <br /> or easements over and across sa id private <br /> easements or fee strips for construction, <br /> operation, and maintenance of those public <br /> facilities normally using the type of public <br /> streets and easements indicated. This in- <br /> strument shall be delivered to the City Plan- <br /> Wing Commission to be filed for record along <br /> with the plat or plan. <br /> (2) The developer shall furnish the Planning <br /> Commission with a letter from the holder <br /> of the private easements or fee strips in <br /> questions stating that arrangements for any <br />!~ <br />
