• <br />• <br />• COMPREHENSIVE PLAN AMENDMENTS <br />TRANSPORTATION -UTILITIES -OPEN SPACE <br />Back rg_ ound: The Planning Commission, as required by law, has this year performed <br />its review of the Comprehensive Plan. During this yeaz review, three <br />major areas were examined during the workshops conducted in July, <br />August, and September. The three elements examined were <br />transportation, utilities, and open space/pedestrian space. <br />In reviewing all three areas, a number of items were considered as <br />prime indicators of growth and growth patterns. These items included <br />growth rates based on housing stock, new subdivisions, traffic counts, <br />and new projects of major impact. The background information is <br />depicted as a part of Attachment "A". <br />Recommendation: <br />Transportation: In the review of the transportation section of the <br />. Comprehensive Plan, it was quickly noted that many of the <br />transportation improvements proposed in the original plan have been <br />• addressed. Attachment "B" depicts the major improvements proposed <br />in 1984 and shows their status. There is only one street project that is <br />recommended to be deleted; the connection of Barbour's Cut Blvd. to <br />North "P" Street at or near Sens Road. There is no apparent need to <br />connect the Port traffic to "P" Street and there is certainly no <br />justification for expense involved in making the overpass across the <br />Southern Pacific Railyazds. Attachment "B" also provides the proposed <br />transportation improvements that were developed during the workshop <br />process. These include major street improvements as well as <br />intersection improvements necessary to enhance the traffic flow on <br />several arterials. <br />Utilities: In the area of utilities, the Commission has reviewed the <br />three areas of water, sewer, and storm sewer. As maybe recalled from <br />discussions during the workshop session, the growth originally <br />anticipated in the Comprehensive Plan has not occurred at the rate of <br />5.3% per year. Over the period of 1984-1990, the population was <br />expected to grow by 9,203 persons. Actual growth by census count was <br />only 3,670 persons. Estimated population by the Comprehensive Plan <br />for 1994 was to be 40,572. By current estimates, the population is on <br />28,998. <br />n <br />~J <br />
