• • <br />• <br />The reduced growth rate has helped in the areas of water and <br />wastewater. This slower growth rate has kept the demand down for <br />increased services and has kept the proposed improvements still viable <br />for the next ten years. <br />The resultant effect was for the staff to recommend and the <br />Commission to adopt no changes to the utilities portion of the <br />Comprehensive Plan. <br />Open Space/Pedestrian: In the review process, the focus was split <br />between open space (parks) and pedestrian access. <br />In the area of open space, the City has accomplished most if not more <br />than was originally proposed in the Comprehensive Plan. As shown in <br />Attachment "C", the original projects have been completed. During the <br />workshop session, the staff recommended those new projects listed in <br />Attachment "C". These will include a new community park at the old <br />Seabreeze Sailing Club site, a regional park in West La. Porte and the <br />redevelopment of a portion of Sylvan Beach Pazk. <br />• In the areas of pedestrian walkways, very few projects have been <br />accomplished. The staff recommended retention of the existing plan <br />with the adoption of two new additions as a result of the Bayfront <br />Master Plan. The new projects, as shown in Attachment "C", are the <br />construction of a boardwalk from Sylvan Beach to the old Seabreeze <br />Sailing Club and a pedestrian path or walk along San Jacinto from <br />Main Street to Sylvan Beach. <br />The staff recommends that the Planning Commission accept the <br />proposed Comprehensive Plan changes and forward them to the City <br />Council with a recommendation for approval. <br />• <br />
