The property in <br />question is located on Fainnont Parkway west of Pecan Crossing and east of the Canada street <br />r-o-w. <br /> <br />Current Zonim!:: R2 <br /> <br />ReQuested Zonine CR- <br />Staff Recommends Planned Unit Development with a SCUP. <br /> <br />ReQuested by: <br /> <br />Sverker Mejstedt <br />1518 Wynfield <br />Deer Park, Tx 77536 <br /> <br />Backeround: <br /> <br />The applicant seeks to have a zone change for 16.6 acres to build a golf driving range which is <br />not allowed in a Residential District. Enclosed are the preliminary plans of the developer. A <br />Golf Driving Range is conditional in a CR District and would allow many other types of <br />development. The proximity to residential areas and the Fairmont Parkway location warrants <br />greater control on the development impacting this area for various. public safety concerns, <br />including traffic, noise, etc. <br /> <br />Analvsis: <br /> <br />An intra-district P.UD. is simply a P.UD. development located in a district zoned something <br />other than P.UD. When considering an intra-district P.UD., adherence to perfonnance <br />standards is one of the primary concerns. <br /> <br />Using this request as an example, the proposed facility has an assigned SIC use code of 7999. <br />This use code is listed as conditional in C-R zones and not permitted in R-2 zones. The tract in <br />question is zoned R-2. As an intra-district P.U.D., the issue is not whether the use is allowed in <br />an R-2 zone, but rather, will the specific facility being proposed conform with performance <br />standards applicable within R-2 zones. <br /> <br />In addition to perfonnance standards there are a number of development standards that are <br />specified by the Zoning Ordinance, These standards are applicable to all P.UD. developments. <br />Discussion of these issues follows: <br />
