In the May 23, 1994 meeting City Council passed and <br />approved Ordinance 1501-R which authorized the P.UD. <br />zoning of the new 17 acre tract. Exhibit C provides the metes <br />and bounds description of the tract in question while Exhibit D <br />shows the actual footprint of the property. <br /> <br />Analvsis: <br /> <br />A comparison of the P.UD. tract approved in 1994 and the general <br />plan submitted at this time shows that the proposed apartments are <br />not located totally within the P.UD. property. The proposed site is <br />actually composed ofa portion ofNC and P.UD. property. In <br />considering this request staff reviewed the intent and goals of the <br />Comprehensive Plan as they apply to this portion of the City. The <br />Bayou Forest Apartments General Plan being considered at <br />this time is only 10.54 acres out ofthe original 17 acre P.U.D. <br />tract and NC tract. To ensure proper planning the entire 17 acre <br />P.D.D. tract should be considered at the same time. <br /> <br />The Development Ordinance defines a General Planas "a map or <br />plat designated to illustrate the general design features of a <br />proposed development which is to be platted and developed in <br />phases...oo" The intent of the ordinance is that a General Plan be <br />used as a guide when reviewing plats of subdivision sections. <br />Once this General Plan has been reviewed and approved, the <br />developers will then come to the Commission with plats of the <br />individual subdivision sections. Each of these plats will be <br />reviewed in accordance with the guidelines established for <br />(depending on the acreage of the section) major or minor <br />subdivisions. As the property is designated P,UD., the applicant <br />must also submit an application for a conditional use permit. <br /> <br />Using Appendix "c" of the Development Ordinance as a guide, <br />Staff has reviewed the Bayou Forest Apartments General Plan and <br />found it complies with some of the requirements, A copy of the <br />General Plan Checklist follows this report. A copy of the Bayou <br />Forest Apartments General Plan is also included. (See Exhibit E) <br />
