• • <br />NORTHROP ASSOCIATES, INC. _ _ _ <br />LAND PLANNING • ENVIRONMENTAL • REAL ESTATE CONSULTANTS <br />August 11, 1998 <br />RESPONSES TO CITY OF LA PORTE STAFF REPORT <br />a~~y ii, i99s <br />TEXAS IMPORT/EXPORT PARK <br />General Plan and Special Conditional Use Permit No. 98-001 <br />The current submission under consideration by the La Porte Planning and Zoning Commission is <br />pursuant to the established PUD zoning classification for the subject 342.262-acre tract. More <br />specifically the site encompasses a Special Conditional Use Permit (SCUP) on approximately <br />103-acres and a General Plan of the entire tract. <br />The applicant acknowledges the five staged constituents of the Final Planned Unit <br />Development p~.p, outlined in your report. It is our understanding the acceptable first phase of <br />this process is, as submitted, (1). the SCUP for Section One and (2). the General Plan for the <br />entire project. As previously requested, we have also unofficially submitted a copy of the draft of <br />Section One for information purposes only. <br />Subsequent to the preliminary approval of this submittal and our review of the conditions of same; <br />the finalization of the sale to the proposed developer, Brookhollow Corporation; and a contract <br />with the initial user; the next phases will be submitted for the consideration of the City. This will <br />include (3). Major and Minor Development Site Plans, (4). Preliminary and Final <br />Subdivision Plats, and (5). Final Restrictions, conditions, controls and covenants (We are <br />replacing herewith draft document previously submitted). <br />Relative to those specific requests and observations of staff review, the following are offered in <br />response: <br />~ Truck Traffic Generation: In Section One, the target market for use is the <br />pelletized plastics distribution industry, limited to one or two specific companies. <br />Doyle Toups of the Grubb & Ellis Company, marketing agents for the project has, <br />therefore, surveyed representative industries as to truck usage. Based on actual <br />experience, argil-oriented warehouse facility of 200,000 s.f. will generate 15-18 <br />trucks in or out per day. Currently, it is anticipated Section One will occupy <br />660,000 s.f. in three buildings or operations, generating approximately 50 <br />trucks per day. <br />This controlled traffic will be directed to State Highway 146 via Powell <br />9328 Westview Drive, Suite 100 Houston, Texas 77055 Telephone: 713/461-3489 Fax: 713/463-5039 <br />
