Staff Report P & O Cold Logistics April 19, 2001 <br />Major Development Site Plan <br />Request: Approval of a Major Development Site Plan for 32.7-acre tract, <br />P & O Cold Logistics, 502 North Broadway. <br />Requested By: • Environmental Structures, Inc. on behalf of <br />P & O Cold Logistics <br />Requested For: A 32.7 acres out of the Johnson Hunter Survey, Abstract 35, Harris County, <br />Texas also being Lots 1 through 16 in Blocks 415, 420, and 438, Lots 1 through <br />32 of Blocks 416, 41.7, 418, 419, 432, 433, 434, and 435 according to the Map <br />of LaPorte, recorded in Volume 83, Page 345 of the Deed Records of Harris <br />County; and all of Block 980 according to the Map of La Porte, recorded in <br />Volume 1, Page 27 of the Map Records of Harris County, Texas. <br />Background: P&O Cold Logistics proposes to build a 65,000 sq.ft. storage/warehouse <br />addition to its present 155,657 sq.ft. of facility located at 502 North Broadway. <br />Entire 32.7-acre tract includes Planned Unit Development (PUD), Business <br />Industrial (BI), and R-2 zoning districts. However, this storage/warehouse. <br />expansion will be within the PUD zoned area. Development in the PUD zone <br />requires approval of a General Plan with a Special Conditional Use. Permit <br />(SCUP) and a Major Development Site Plan. <br />The Planning and Zoning Commission, during their February 15, 2001; <br />considered General Plan and held public hearing to receive citizen's comments <br />on Special Conditional Use Permit Request #SCU 01-001. After taking <br />comments and questions, the Commission recommended approval to City <br />Council. <br />The City Council at its March 19, 2001 meeting, passed and approved <br />Ordinance 1501-NN, with the following conditions: <br />1. The applicant shall take a comprehensive look at the existing and proposed <br />truck parking and truck circulation systems and provide on -site <br />improvements that adequately handle the volume of trucks associated with <br />this warehousing facility. <br />2. A statement from the owner/developer specifying clear responsibility for <br />maintenance of detention basin system including channel/ditch shall be <br />noted on the plan. . <br />3. Development abutting "R-2" district shall be screened and landscaped in <br />compliance with required screening and landscaping Ordinance of the City. <br />A site plan and/or separate plans shall be submitted in conjunction with the <br />building permit applications. Landscaping is required in percentages <br />
