The owner or <br />tenant shall develop a screening plan that includes a combination -of trees, <br />shrubs, and ground cover that after three years will be at least twenty feet in <br />height and creates a continuous visual screen. <br />4. The applicant is responsible for public hearing costs of $148.58. <br />5. Development is subject to all ordinances and regulations of the City of La <br />Porte and all other applicable law. <br />The ,Council action authorizes the applicant to submit a Major Development <br />Site Plan for the Commission's consideration & approval. <br />Analysis: Staff, using Development Ordinance 1444, Section 4.09 and a major <br />development site plan checklist as a guide, has reviewed the development for <br />the P&O Cold Logistics storage/warehouse expansion and found it to be in <br />substantial compliance with applicable ordinance requirements. <br />As a condition of the General Plan & Special Conditional Use Permit approval, <br />the Council required the applicant to provide an appropriate on -site refuge to <br />keep trucks from parking on the side of North Broadway. The applicant has <br />provided on -site truck parking to improve the movement of trucks in and out of <br />the facility, which also includes an additional access driveway for the site. The <br />eleven .additional loading/unloading stalls or docking doors for trucks would be <br />effective for managing truck circulation at site. In addition to this, the applicant <br />has proposed "No Parking" signage to be installed along North Broadway. (This <br />would require City action to become effective). <br />Staff has noted a statement from the owner/developer specifying responsibility <br />for maintenance of detention system, which has been designed for 100% of the <br />development. As shown on the plan, a 30' landscape setback area is provided <br />along the southern and eastern sides of the proposed development. It also shows <br />approximately 7 acres of open space in addition to a heavily wooded.area with a <br />combination of trees & shrubs, which forms a solid, continuous visual screen. <br />Recommendation:' Staff has reviewed the major development site plan of P&O Cold Logistics and <br />found it complies with the Zoning, Development Ordinance, and all other <br />applicable Ordinances of the City of La Porte. The plan is recommended for <br />approval with the condition that; <br />Prior to the use or occupancy, a subdivision plat for the entire 32.7-acre tract <br />shall be submitted for approval by the City before filing with the Harris County <br />Clerk. <br />
