Shipping containers that are in transit or are being <br />used to deliver material into or out of the project will be pennitted. This use <br />of shipping containers may be incidental to some permitted uses. <br /> <br />Exhibit "E" Declaration of Covenants and Restrictions <br /> <br />At this stage, this exhibit is in draft form. As this development progresses, <br />and plats are filed for each section, the restrictive covenants will be finalized <br />and filed for record along with the subdivision plats. The Restrictive <br />Covenants document provides initial and long-term property control. <br />Through the. assessment of fees, the Property Owner's Association maintains <br />landscaped areas, common areas, perimeter fences and open space areas. <br />Some of the significant property controls that the Restrictive Covenants <br />provides are in the areas of architectural design of buildings, landscaping, <br />and signs. In the area of architectural' design, the docum ent states that <br />exterior walls shall have brick, exposed aggregate concrete, or glass and that <br />no buildings shall be covered with aluminum, iron, or steel. With regard to <br />landscaping, staff is only requesting that a uniform design theme be utilized <br />throughout this project. This is also the case with signs. Uniform design and <br />application of signage to create a unified campus appearance is the intent <br />Assistant City Attorney, John Armstrong, provided comments regarding the <br />Covenants and Restrictions. (These are provided for at the end of this <br />report.) Previously, the Commission recommended the inclusion of these <br />comments when the Covenants and Restrictions, are finalized and recorded <br />with the subdivisic)D plats for each section of this development <br /> <br />Exhibit "F" Preliminary Detention I Open Space Plan <br /> <br />This exhibit shows cross-sections and some detail of how the trail system, . <br />open space areas, and stormwater detention systems will interrelate. h is <br />anticipated that all these systems will be constructed; in phases as each is <br />needed to support the section being developed. The Development <br />Agreement allows the, City to accept the trail and open space systems <br />depending on the final design and function. <br /> <br />Exhibit "G" Traffic Control Plan <br /> <br />~e purpose of this exhibit is to insure the efficient flow of traffic to, from <br />and within the project in a manner that will minimize adverse impacts to the <br />existing thoroughfare system of the area. Traffic control features established <br />in this exhibit will be enforced through the Restrictive Covenants and <br />overseen by the City. The Traffic Control Plan will be implemented through <br />site plan design, driveway design, and ~e placement of esplanade openings. <br />This exhibit also includes guidelines that can be used to assist in designing <br />facilities that will better accommodate truck traffic. <br /> <br />Exhibit "H" Harris County Thoroughfare Design Guidelines <br />
