Port of Houston Authority • • <br />Major Development Site Plan <br />Page 5 of 5 <br />Open Space, Landscaping / Screening - Barbour's Cut Boulevard is the <br />main truck route to and from the Barbour's Cut Terminal facility. As a <br />result, numerous Mucking services related businesses are located along this <br />corridor. There is a small residential zoned undeveloped area to the southeast <br />of the property across North " E" Street. An unimproved ROW adjacent to <br />this property can serve as a buffer between trucking activities along <br />Barbour's Cut Boulevard and residential area. In addition, the proposed <br />development will be screened from the neighboring residential with a <br />proposed sound wall all along south property line. In addition, the Port <br />planned an integrated themed landscape along Barbour's Cut Boulevard. <br />The proposed plan demonstrates a good amount of usable open space and is <br />consistent with the City's Comprehensive Plan. The plan shows <br />approximately 10 acres of landscaping/open space, which is equal to 49% of <br />the total development. As shown on the plan, a 40' wide landscape setback <br />area is provided along the southern and eastern sides of the project. This <br />provides an opportunity where the developer will provide landscaping and <br />buffering to avoid adverse impact on the adjacent residential district in <br />compliance with the required screening and landscaping provisions per <br />Section 106-444(a) of the Ordinances.In addition, landscaping shall be <br />provided within building setback areas and easements throughout the project. <br />As per development schedule provided by the developer, all landscape <br />improvement will be provided and installed in phase II. <br />Recommendation: Staff, using Development Ordinance 1444, Section 4.09 and a major <br />development site plan checklist as a guide, has reviewed the development <br />for the Pre -Check Facility and found it to be in substantial compliance <br />with applicable ordinance requirements. <br />As a condition of the General Plan & Special Conditional Use Permit <br />approval, the Council required the developer to prohibit the overnight <br />parking of trucks at the facility between 6 PM and 6 AM. In addition, <br />hours of operation shall be no earlier than 7 AM and no later than 6 PM. <br />The plan is recommended for approval with the condition that; <br />• Prior to the use or occupancy, a subdivision plat for the entire 20.7- <br />acre tract shall be submitted for approval by the City before filing with <br />the Harris County Clerk. <br />
