Port of Houston Authority • • <br />Major Development Site Plan <br />Page 4 of 5 <br />Water: <br />Staff is currently working with the POHA on specifying the Utility <br />Extension Agreement to be executed for extension of the waterline to <br />serve the Pre -Check Terminal. The UEA will provide specific stipulations <br />for construction and related documentation of the extension. Additionally, <br />the agreement will allow for potential reimbursement to the Port for any <br />future service connections made by adjacent landowners to the waterline <br />extended under the terms of the UEA.The Port's consultant will prepare <br />and submit engineered plans of the waterline extension for review by the <br />City. <br />Sanitary Sewer: <br />The POHA is studying the feasibility of tying onto an existing sanitary <br />sewer service manhole approximately 185' south of their property and <br />located in the North Brownell Avenue right-of-way. Currently, the PHA's <br />surveyor is preparing to determine the depth of the subject manhole to <br />ascertain if this route will provide the best service to the site. <br />Storm Water: <br />Staff ensured that there will be no overland water runoff or impact to the <br />adjacent properties across North "E" Street right-of-way. Storm water <br />drainage will connect to Harris County existing system located along <br />Barbour's Cut Blvd. <br />Parking & Lighting Plan - The parking lot surface shall be concrete. As <br />per details provided by the developer, the luminaries selected are <br />precision"cut-off' engineered units specifically designed to this project and <br />are not in any way similar to common floodlights. The luminaries design <br />utilizes a maximum lamp output of 400 watts, installed one or twon units per <br />pole. The poles are maximum 16' in height, ensuring no light trespass <br />appears beyond the 20' high sound wall. The plan is in compliance with the <br />conditions stipulated by the City per Special Conditional Use Permit #SCU <br />03-001. <br />Construction Phasing & Schedule — The proposed project will be <br />constructed in two phases. Phase I is the construction of 20' high sound wall. <br />Whereas, Phase H will consist of site work which includes building, parking <br />lot/lanes, and water main. The development schedule provided by the <br />developer indicates the design work for new sound wall started in <br />September, 2003. The construction phase will begin on July 27, 2004 and <br />approximate completion date will be January, 2005. The construction <br />schedule for phase H indicates December, 2004, an approximate starting date <br />and approximate completion date of December, 2005 for this particular <br />project. <br />
