All open, unpaved space, building <br />setback areas, and buffers shall be planted and landscaped as per <br />approved plan. For proper maintenance, a sprinkler system shall also <br />be installed in all landscaped areas. With regard to landscaping, staff <br />is only requesting that a uniform design theme be utilized throughout <br />this project. <br /> <br />Signs - All signs shall be incompliance with the ordinances and <br />approved by the City. Uniform design and application of signage to <br />create a unified complex appearance intended. <br /> <br />Property Owner's Association - The administration of the subject <br />property shall be governed by the Property Owner's Association. <br />Management, duties and functions of the Association are provided in <br />detail. <br /> <br />As this development progresses and plats are filed for each section, <br />the restrictive covenants will be filed for record along with the <br />subdivision plat. <br /> <br />The Commission must review several considerations: <br /> <br />~ Dedication of the following road rights-of-way should be completed prior to <br />the final approval: <br /> <br />. Additional 40' of right-of-way along Powell Road parallel to and the <br />length of Phase I, Section 1 (60'-100' right-of-way total) <br />. 100' right-of-way for extension of road to State Highway 146 (to <br />connect with Wharton Weems Boulevard) <br />· Agreement with the owner/developer to dedicate the southern <br />extension of Powell Road south once abandonment and construction <br />issues have been resolved between Harris County, City of La Porte, <br />and owner/developer. <br /> <br />~ The City of La Porte, Harris County, Harris County Flood Control District, <br />and TX DOT must approve the construction plans and specification as per <br />TIRZ# l/Redevelopment Authority Reimbursement Agreement. <br />~ Once the Final Plat along with public improvement construction plans is <br />approved by the City, owner/developer files for record the covenants and <br />restrictions referred to and a part of the Development Agreement. <br />
