<br />Staff Report <br /> <br />August 17, 2006 <br /> <br />Architectural Standards <br />Exterior Building Design <br /> <br />Backe:round: <br /> <br />City Council has directed the staff and the Planning and Zoning Commission to consider <br />adding architectural and building standards to Chapter 106 of the Code of Ordinances. <br />The purpose is to enhance the overall impression of the City, to have quality <br />developments along major thoroughfares, and eventually attract new sustainable <br />businesses to La Porte. Recent developments have generated preliminary discussion on <br />possible controls on architectural standards on buildings fronting the major corridors <br />specifically in the Tax Increment Reinvestment Zone (TIRZ) #1. Major developments lie <br />within TIRZ #1, which includes Port Crossing, Lakes at Fairmont Greens, and Preserve at <br />Taylor Bayou. <br /> <br />Staff analyzed the situation thoroughly and presented this item to the Planning and <br />Zoning Commission at the previous meetings for discussion and further guidance to Staff <br />for possible changes to the Code of Ordinances relating to architectural and building <br />standards in La Porte. <br /> <br />Existine: ReQuirements: <br /> <br />. Current ordinances allow some controls to be included with Special Conditional Use <br />Permits (SCUP) associated with uses listed as "conditional" within certain zoning <br />districts and for construction within Planned Unit Developments (PUD), which <br />normally follow some form of development agreement. <br /> <br />. No such control, however, is associated with construction of a development whose <br />use is "permitted" within a certain zoning district. The building must meet building <br />codes, but the City currently cannot enforce architectural and building standards or <br />exterior material. <br /> <br />Sue:e:ested ReQuirements: <br /> <br />The purpose of the district is to provide for the establishment of mixed-use industrial <br />development that is compatible with surrounding or abutting residential districts and to <br />encourage high-level performance and aesthetic standards. Underlying uses will be <br />identified according to the zones outlined in the City of La Porte Code of Ordinances, and <br />Architectural Standards will be classified as Tier I, Tier II, and Tier 111- according to the <br />visibility of the site. <br /> <br />IXHIBIT A <br />
