<br />Half Way House <br />SCUD8-DD3 <br />Page 3 of4 <br /> <br />Transportation The transportation system should adequately <br />accommodate through traffic and continue to provide for free flow of people, <br />goods and services. There will be no new driveway added to this facility. <br />The traffic flow within and between the commercial developments and <br />throughout the community should not be affected by the proposed <br />development. <br /> <br />Utilities - Staff has reviewed existing facilities and services for each of the <br />components of the utility system for the proposed development. Existing <br />water is adequate for potable and fire protection needs. Sanitary sewer <br />service is available to the property. The applicant is to ensure that <br />infrastructure is in place to handle additional water and sewer service needs <br />for this development. As a developed property, storm drainage sheet flows to <br />the existing storm sewer system along South 14th Street. <br /> <br />If approved, the building and parking lot should comply with all applicable <br />zoning regulations. Restriping of the parking lot shall be required. The City's <br />design standard per Section 106-835 of the Code of Ordinances shall be <br />applicable for standard and accessible parking space size, and maneuvering <br />aisle width. The location of handicap parking spaces should be appropriate. <br />Access from the parking lot to the building seems to be reasonable. In <br />addition, staff will ensure that there will be no outside lighting in the parking <br />lot, to avoid any conflict with the surrounding properties. <br /> <br />In addition, landscaping of the property shall be required in accordance with <br />Section 106-444(a) of the Code of Ordinances. Landscaping shall be <br />maintained by the applicants. The building shall require a certificate of <br />occupancy, as regulated by Section 106-142 of the Code of Ordinances. <br /> <br />Conclusion: <br /> <br />Based on the facts and considerations presented above, if the Planning and <br />Zoning Commission wishes to consider approval of this Special Conditional <br />Use Permit, staff suggests the following conditions as a minimum be added: <br /> <br />. This Special Conditional Use Permit is specifically limited for a <br />women's substance abuse recovery center. <br />. Owner shall implement admission policy approved by the City, but not <br />less than following: <br />Residents shall be disallowed if convicted or any felony offense <br />within three years prior to application, or if convicted of any sex <br />offense at any time. <br />Residents shall not be minors. <br />. Owner shall implement policies regarding continued residency approved <br />by the City, but not less than the following: <br />Those submitted by the Light of Hope missionary. <br />Residents shall not loiter, pan handle or exhibit any disruptive <br />behavior on and off-property. <br />. A certificate of non-profit organization shall be provided to the City. <br />
