• Meeting No. 4 would be for the purpose of reviewing and discussing Chapter 4, Community Mobility <br /> and previewing Chapter 5, Economic Development. Submitted concurrently with Chapter 4, <br /> Community Mobility will be the Future Land Use and Thoroughfare Plans. This meeting will be <br /> coordinated to occur on the day of a City Council meeting allowing a briefing of the Council on the <br /> plan status and emerging outcomes. <br /> • Meeting No. 5 would be for the purpose of reviewing and discussing Chapter 5, Economic <br /> Development and Chapter 6, Implementation. This meeting would be held jointly with the City <br /> Council to facilitate a priority setting exercise. <br /> • Meeting No. 6 would be a public hearing before the Planning and Zoning Commission at which time <br /> public comment may be accepted. Following the close of the hearing the Commission may <br /> recommend the plan for the consideration of the City Council subject to warranted changes resulting <br /> from the hearing. City staff would present the final draft plan for the consideration and acceptance of <br /> the City Council. KKC participation would be on an additional services basis. <br /> Task 2 1 Existing Information Review <br /> KKC will conduct a review of the City's current planning documents and other relevant materials to <br /> understand the recent history of planning efforts since the original plan and the 2005 update, the key <br /> opportunities and challenges facing the community, and how La Porte has fared in making tangible <br /> progress in addressing the priorities and desires expressed in these plans. <br /> Task Activities <br /> 1. Request from City staff any other relevant plans, studies, documents, or any other materials that <br /> relate to the City's planning and implementation efforts or touch on topics pertinent to the City's <br /> short- and longer -term planning. This will include review and consideration of the City's recently <br /> completed Strategic Economic Development Plan, as well as the Park Master Plan, Water Distribution <br /> Plan, Stormwater Master Plan, and others to incorporate relevant data and to reflect key findings that <br /> are relevant to the Comprehensive Plan Update. <br /> 3. Investigate and cite key data and studies from sources other than the City that involve trends and <br /> factors pertinent to the City's long -range planning (e.g., regional transportation planning, water <br /> supply planning, etc.). <br /> Task 3 I Plan Making <br /> Subtask 3.1, Plan Context <br /> The Plan Update will consolidate Chapter 1, Introduction; Chapter 2, Community Vision; and Chapter 3, <br /> Community Profile of the 2001 Plan into a new chapter entitled, Plan Context. This chapter will include: <br /> • Information about the purpose, role, and legal basis of the Comprehensive Plan, the nature of the <br /> plan development process, and organization of the plan. <br /> • A reframed statement of vision that expresses the City' current outlook and preferences as to its <br /> future, along with a description of themes emerging from the interview process, and a series of <br /> overall guiding plan principles.
