• An updated, brief profile of demographics, trends, and future projections. This will be accomplished <br /> through preparation of informative charts, graphics, and summary bullet points that capture essential <br /> planning considerations for use throughout the long -range planning process <br /> Subtask 3.2, Land Use and Character <br /> This chapter will consolidate Chapter 4, Land Use; Chapter 7, Parks and Recreation; Chapter 9, <br /> Residential Development; and Chapter 10, Beautification and Conservation into a new chapter entitled, <br /> Land Use and Character. This will improve the plan's readability as well as its effectiveness as each of <br /> these elements is closely related. <br /> The purpose of this subtask is to assess the community's long -range development outlook and establish <br /> the necessary policy guidance that will be used in making decisions about the compatibility and <br /> appropriateness of individual developments and their quality of life facilities within the context of the <br /> larger community. The analysis and recommendations of this chapter will serve as the City's policy for <br /> directing ongoing development and managing future growth, preserving valued areas and lands, <br /> providing for current and long -term needs for parks and open spaces, and protecting the integrity of <br /> neighborhoods, while also safeguarding and enhancing community character. <br /> Subtask activities will include: <br /> 1. Update and convert the existing land use inventory from a basis of land use to one of development <br /> character and general use patterns. This will be completed using the most recent aerial photography <br /> to be provided by the City, which may be supplemented by field verification. <br /> 2. Utilizing readily available data, document and map environmental resources (e.g. floodplains and <br /> storm surge areas, coastal wetlands and preserves, land subject to sea level rise, brownfields, streams <br /> and drainage ways, etc.) for the purpose of sensitive planning and resource protection. <br /> 3. Determine the spatial requirements and suitable locations for accommodating the projected future <br /> growth as well as the expected changes or shifts in demographics and the likely socioeconomic <br /> characteristics of the local population. <br /> 4. In conjunction with the future land use and growth plan, determine how much land should be made <br /> available for anticipated residential development, and at what level and potential range of densities. <br /> 5. Evaluate the design of neighborhoods within the context of the City's current development <br /> regulations and the impact this has on housing development, community form, land use <br /> compatibility, and connectivity. <br /> 6. Identify options for other types of housing development besides typical "cookie- cutter" styles and <br /> layouts, including recommendations as to the necessary ordinance adjustments to facilitate and <br /> encourage such varied development. <br /> 7. Update the future land use plan to identify the type, pattern, and intended character of future <br /> development within the City limits and municipal planning area. <br /> 8. Identify guidelines and land use planning criteria to direct future development in a manner that is <br /> concurrent with planned infrastructure improvements and reflective of community preferences. <br /> 9. Explore and recommend suitable locations and applications of the latest planning principles <br /> concerning livable centers, mixed use development, traditional neighborhood development (TND), <br /> and sustainable or conservation development. <br /> Exhibit "A" - Scope of Services (02/25/11) Page 3 of 8 <br />
