— For commercial areas, specific steps and tools to improve the business "micro- climate" with a special emphasis <br /> on incentives and supports to encourage business expansions and start -ups. <br /> — Specific redevelopment tools, incentives and organizational models that can be applied including: land assembly <br /> and land - banking, tax increment financing, neighborhood /business improvement districts, and the <br /> formation /rededication of special organizations such as management districts, Main Streets, and community <br /> development authorities /corporations <br /> A special area plan is best coordinated with the comprehensive planning process in order to achieve compatibility <br /> and cost efficiencies across plans. It typically involves a special focus group(s) and interviews with key individuals <br /> such as community and business leaders and real estate professionals that would take place in conjunction with the <br /> comprehensive plan meetings. The vetting and adoption process for the special area plan would be combined with <br /> that of the comprehensive plan. <br /> Content & Deliverables <br /> — A cursory site analysis, property inventory, and building conditions survey. <br /> — A real estate market overview with summary data on property values, construction costs, and neighborhood <br /> demographics. <br /> — A parcel -by- parcel "triage map" depicting sites of high, medium and low importance for protection, <br /> redevelopment or infill; land assembly opportunities; public /shared parking opportunities; and public <br /> space/streetscape opportunities and recommendations. <br /> — An illustrated and annotated conceptual master plan that clearly depicts areas of preservation, redevelopment <br /> and public investment along with key physical organizing features such as the street/ bike - pedestrian network, <br /> natural features, major building groups and public space. <br /> — Design alternatives for key sites or blocks. <br /> — General design guidance for all development. <br /> — A detailed implementation plan and timeline with near -term, intermediate, and long -term strategies and <br /> projects. <br /> Optional Subtask 3.2b, Independent Parks and Recreation Master Plan <br /> The Texas Recreation and Parks Account (TRPA) program requires plans to be current within five years in order to <br /> qualify for the grant program. This optional task would include an update to the City's current Parks Master Plan <br /> to comply with the program requirements and thus, qualify the City for participation in the grant program. <br /> Highlights of the tasks involved in developing a master plan include: <br /> — Small group interviews and parks and recreation stakeholders; <br /> — Meetings with the Parks and Recreation Board; <br /> — A walking tour of each park with the board members to identify needed improvements; <br /> — A community survey to document the needs and preferences of residents (optional); <br /> — Documentation of the plan development process; <br /> — Development of goals and objectives; <br /> — Detailed inventories of all public, semi - public, and private facilities; <br /> — A park condition assessment; <br /> — Development of facility standards and site selection criteria; <br /> Exhibit "A" - Scope of Services (02/25/11) Page 5 of 8 <br />
