0 <br />Pi <br />MINUTES OF THE SPECIAL CALLED MEETING OF THE <br />LA PORTE CITY COUNCIL <br />JULY 5, 1989 <br />1. The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Betty Waters, Mike Cooper, Ed Matuszak (arrived <br />6:28 P.M.), Mike Shipp, Deotis Gay (arrived 6:08 P.M.), B. Don <br />Skelton, Jerry Clarke <br />Members of City Council Absent: Councilperson Bob McLaughlin <br />Members of City Staff Present: Assistant City Manager John <br />Joerns, City Attorney Knox Askins, City Secretary Cherie <br />Black, Assistant to the City Manager Janie Bais, Director of <br />Parks and Recreation Stan Sherwood, Police Chief Charles <br />Smith, Director of Public Works Steve Gillett, Finance <br />Director Jeff Litchfield, Fire Chief Joe Sease <br />Others Present: John Horan, Bob Gillette, Port of Houston; <br />David Fetzer, Pete Fischer, Moroney & Beissner; Paul Martin, <br />McCall, Parkhurst & Horton; John Black, Bayshore Sun; Lou <br />Lawler, Barbour's Cut Seamen's Center; 25 citizens <br />2. The invocation was given by Councilperson Waters. <br />3. Council considered approving the minutes of the regular <br />meeting of Council held June 12, 1989. <br />Motion was made by Councilperson Shipp to approve the June 12 <br />minutes as presented. Second by Councilperson Cooper. The <br />motion carried, 6 ayes and 0 nays (Councilpersons Matuszak and <br />Gay had not yet arrived). <br />Ayes: Councilpersons Waters, Cooper, Shipp, Skelton, <br />Clarke and Mayor Malone <br />Nays: None <br />4. Council considered a special resolution regarding the Seamen's <br />Center. <br />The Mayor called Mrs. Lou Lawler, Director of Barbour's Cut <br />Seamen's Center; John Horan, Barbour's Cut Terminal manager; <br />Bob Gillette, Port of Houston Commissioner; Mrs. Pat Shippey, <br />Board member of Seamen's Center; and Reverend Don Johnston, <br />Chaplain of the Center, to come forward. He then read a <br />special resolution of the City Council, Resolution 89-8, which <br />officially declared the Barbour's Cut Seamen's Center <br />volunteers as Good Will Ambassadors for the City of La Porte <br />and surrounding communities. <br />
