<br />e <br /> <br />e <br /> <br />Minutes, Public Hearings and Regular Meeting <br />La Porte City Council <br />March 14, 1988, Page 4 <br /> <br />Motion was made by Councilperson Shipp to adopt Ordinance <br />1501-B as read bY the City Attornev. Second by <br />Councilperson Porter. <br /> <br />Motion was made by Councilperson Skelton to amend the <br />Ordinance to exclude the rule on 51% for rebuilding damaged <br />signs until the permanent sign ordinance is adopted. <br />Second by Councilperson Clarke. <br /> <br />Assistant City Attorney John Armstrong recommended that an <br />amendment of this type not be drawn at the table; that if <br />Council wished an amendment he would be happy to do so and <br />bring it back to Council. <br /> <br />Motion was made by Councilperson Gay to table the <br />ordinance. The motion died for lack of a second. <br /> <br />Suggestion was made by the City Manager that in the interim <br />perhaps if any damaged signs occurred, the owners could <br />come before the Council for permission to replace their <br />signs. <br /> <br />The City Attorney advised against more delay as far as the <br />interim sign ordinance and the lifting of the sign <br />moratorium is concerned. <br /> <br />The vote was taken on the amendment and failed, 5 nays and <br />3 ayes. <br /> <br />Ayes: <br />Nays: <br /> <br />Councilpersons Gay, Skelton and Clarke <br />Councilpersons Lloyd, Matuszak, Porter, Shipp and <br />Mayor Malone <br /> <br />The original motion was voted, and carried 8 ayes and 0 <br />nays. <br /> <br />Ayes: Councilpersons Lloyd, Matuszak, Porter, Shipp, Gay, <br />Skelton, Clarke and Hayor Halone <br />Nays: None <br /> <br />8. Council considered an ordinance approving transfer of cable <br />TV franchise from Kip-Lee CATV, Inc., to Prime Cable of <br />Fort Bend, L.P., for final reading. <br /> <br />Mr. Phil Roter, representing Harte-Hanks and Prime Cable, <br />addressed Council regarding BET (Black Entertainment <br />Television), that is not currently carried by the cable <br />company. Harte-Hanks and Prime Cable are planning to <br />launch a survey for customers and non-customers regarding <br />
