• <br />Regular Meeting 8/23/71 - continued <br />• owners within 200 feet of the property under <br />consideration for rezoning were mailed on <br />.August 5, 1971, and that a Public Notice of <br />this hearing was published in the official <br />newspaper of the city on August 5, 1971. <br />Mr. Frank R. Boyle, Sr. spoke for <br />of Block 333 and the east half of <br />Mr. Boyle stated the west half of <br />was already zoned commercial and <br />Mr. Fred Westergren, had definate <br />construct Townhouse Apartments on <br />the rezoning <br />Block 334. <br />Block 334 <br />the Petitioner, <br />plans to <br />the two blocks. <br />Mayor Smith asked if there were any opponents to <br />the rezoning of Block 333 and the east half of <br />Block 334. There being none, he declared the <br />hearing closed. <br />+ + + <br />Mayor Smith then called for the second request <br />of the Public Hearing, the rezoning of Block 47 <br />from R-1 Residential to "C" Commercial for <br />Apartment construction. <br />• Mr. Harrison McDonald, the Petitioner, stated <br />his preliminary plans were to build ten four <br />unit buildings on the block. <br />Comm. Thomas asked about recreation facilities <br />for children. <br />Mr. McDonald stated the plans did not include <br />a playground area, but he would consider it in <br />final planning. <br />Mayor Smith asked if there were any opponents to <br />the request. <br />Comm. Thomas stated he had received a telephone <br />call from Mr. Allen Hays who owned property <br />across the street from the block to be rezoned. <br />Mr. Hays was unable to attend the meeting and <br />he is opposed to the rezoning and of apartments <br />being built on the block. Mr. Thomas stated he <br />had assured Mr. Hays that he would express his <br />objections to the rezoning at the meeting. <br />Mayor Smith asked if there were any further comments <br />and there being none, declared the hearing closed. <br /> <br />• The Planning and Zoning Commission presented the <br />following recommendations: <br />
