• <br />-12- <br /> <br />VII. INCREASED READINESS CONDITIONS <br />A. PURPOSE <br />To identify certain conditions of readiness and actions to be <br />taken. The following guide will be coordinated with those actions <br />in the department operational procedures. <br />B. POTENTIAL PHASES AND ACTIONS <br />1. Phase 3 exists when: <br />a. Severe weather WATCH is established by the U.S. Weather <br />Service. <br />(1) TORNADO WATCH -- Conditions are favorable for tornado <br />or severe thunderstorm formation. <br />• ACTION: Maintain daily routine, but be ready to respond <br />to WARNING, inform populace of TORNADO WATCH. <br />(2) HURRICANE WATCH - Announced for specific areas that a <br />hurricane or an incipient hurricane condition poses a <br />threat to coastal and inland communities. <br />ACTION: Meeting of city department and agency heads; <br />establish communications with coastal area <br />.(Harris County); maintain surveillance of storm <br />system, alert shelter managers. <br />(3) FLOOD WATCH - <br />ACTION: Maintain daily routines; remove any equipment <br />from low-lying areas; inform populace of <br />FLOOD WATCH. <br /> <br />
