STRATEGIC WARNING - Based on intelligence reports or a <br />deteriorating international situation. The President <br />and/or the Governor may use public media to warn citizens <br />of a possible enemy attack. <br />ACTION: Maintain daily routine, inventory shelters, survival <br />supplies, radiological monitoring equipment, perform <br />refresher training for monitors and shelter manage- <br />ment staffs. <br />c. CIVIL UNREST - Identified by local Bourses. <br />ACTION: Inform local law enforcement services. <br />• 2. Phase 2 exists when: <br />a. Weather WARNING is issued by the U.S. Weather Service. <br />(1) TORNADO WARNING - A tornado or severe thunderstorm has been <br />sighted or indicated in the area by weather radar. <br />ACTION: Inform populace of tornado WARNING and actions to <br />take; alert all city department and agency heads. <br />(2) HURRICANE WARNING - Either or both of the following condi- <br />tions are expected in a specific coastal area in 24 hours <br />or less: <br />(a) Sustained winds 74 MPH or higher <br />(b) Dangerously high water and/or exceptionally <br />high waves even though winds may not be <br />hurricane force. <br />• <br />
