<br />Minutes, Workshop and <br />La Porte City Council <br />July 21, 1986, Page 2 <br /> <br />Special Called Meeting <br />The City Attorney read: RESOLUTION 86-22 - A RESOLUTION OF <br />THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS DESIGNATING <br />CERTAIN CITY OFFICIALS AS BEING RESPONSIBLE FOR ACTING FOR AND <br />ON BEHALF OF THE CITY OF LA PORTE IN DEALING WITH THE TEXAS <br />PARKS AND WILDLIFE DEPARTMENT FOR THE PURPOSE OF PARTICIPATING <br />IN THE LAND AND WATER CONSERVATION FUND ACT OF 1965; <br />CERTIFYING THAT THE CITY OF LA PORTE, TEXAS, IS ELIGIBLE TO <br />RECEIVE ASSISTANCE UNDER SUCH PROGRAM. <br />Motion was made by Councilperson Skelton to approve Resolution <br />86-22 as read by the City Attorney. Second by Councilperson <br />Matuszak. The motion carried, 6 ayes and 0 nays. <br />Ayes: Councilpersons Waters, Matuszak, Pfeiffer, Skelton, <br />Westergren and Mayor Malone <br />Nays: None <br />5. Discuss and consider water extension serving Block 143, Lots <br />through 8 and Block 144, Lots 17 through 32 as requested by <br />J. L. and Barbara Holloway. <br />After presentations by Director of Community Development John <br />Joerns and McKim Realty representative Al Ward, it was <br />recommended by the Mayor that since the request is a deviation <br />from City utility extension policies, other avenues be <br />investigated to assist the Holloways in being able to open <br />their business; he asked that figures and recommendations be <br />brought back to Council. <br />6. Discuss and consider administration and interpretation of <br />personnel rules related to compensation and absence. <br />The City Attorney read Resolution 86-23, which reaffirms the <br />responsibilities of the City Manager to develop, administer <br />and interpret personnel policies and procedures as they apply <br />to all departments and employees. <br />Motion was made by Councilperson Matuszak to ap. r <br />Resolution 86-2~ as read by the City Attorney. Second by <br />Councilperson Westergren. The motion carried, 6 ayes and 0 <br />nays. <br />
