The meeting was called to order by Mayor Malone at 6:00 P.M. <br /> <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Betty Waters, John Lloyd, Ed Matuszak, <br />Alton Porter, Mike Shipp, B. Don Skelton, and Jerry Clarke <br /> <br />Members of City Council Absent: Councilperson Deotis Gay <br /> <br />Members of City Staff Present: City Manager Bob Herrera, <br />City Attorney Knox Askins, Assistant City Secretary Jo Ann <br />Bayes, Assistant City Attorney John Armstrong, Director of <br />Community Development Joel Albrecht, Assistant City Manager <br />John Joerns, Assistant to the City Manager Janie Luna, <br />Director of Public Works Steve Gillett, Fire Chief Joe Sease, <br />Revenue Controller Charlene Eldridge, Police Chief Charles <br />Smith, City Engineer Bob Speake, Director of Parks & <br />Recreation Stan Sherwood, and Inspector Mark Lewis <br /> <br />Others Present: Gary Greene and Tom Parker, Harris County <br />Flood Control District; Don Holloway, Landvec Engineers; Roy <br />Peyton and Helen Little, Black & Veatch; and 103 citizens <br /> <br />2. The invocation was given by Councilperson Betty Waters. <br /> <br />3. Mayor Malone asked whether Mr. Blake Page or Lee Allen were <br />present to receive the Proclamation on the 1994 Soccer World <br />Cup Support. No one was present to receive the proclamation. <br /> <br />4. Mayor Norman Malone opened the Public Hearing to discuss the <br />FY 87-88 Budget. <br /> <br />City Manager Bob Herrera reviewed the FY 87-88 Budget. <br /> <br />The Mayor called for public input regarding the FY 1987-88 <br />Budget. There was none, and the Mayor declared the Public <br />Hearing closed. <br />
