Council considered approving the Minutes of the Public <br />Hearings and Regular Meeting of Council held August 10, 1987. <br /> <br />Motion was made by <br />August 10, 1987 <br />Councilperson Clarke. <br /> <br />Councilperson Skelton to approve the <br />Minutes as presented. Second by <br />The motion carried 7 ayes and 0 nays. <br /> <br />Ayes: Counc ilpersons Lloyd, Matuszak, Porter, <br />Skelton, Clarke and Mayor Malone. <br />Nays: None. <br />Abstain: Councilperson Waters <br /> <br />Shipp, <br /> <br />6. At this time, it was requested that item 7 be considered <br />before item 6. <br /> <br />7. Council considered adopting Master Plan as presented by <br />Harris County Flood Control of Master Drainage Plan for Lomax <br />Area. <br /> <br />Joel Albrecht made a brief presentation and then introduced <br />Tom Parker of the Harris County Flood Control District. <br />Mr. Parker further explained the Master Drainage Plan for the <br />Lomax Area. <br /> <br />11Q..t..in was made by Counc ilpe rson Haters to adopt the Master <br />Plan as oresented by Harris County Flood Control of the <br />Master Drainage Plan for the Lomax Area. Second by <br />Councilperson Skelton. The motion carried 8 ayes and 0 nays. <br /> <br />Nays: <br /> <br />Councilpersons Waters, Lloyd, Matuszak, Porter, <br />Shipp, Skelton, Clarke and Mayor Malone. <br />None. <br /> <br />Ayes: <br /> <br />Item 6, petitions, remonstrances, communications, and <br />citizens and taxpayers wishing to address the City Council, <br />was then addressed. <br /> <br />A. Jim Pendland, Houston Chemical Services, addressed the <br />Council regarding the proposed Resolution opposing the <br />permit for an incinerator to be located on Fairmont <br />Parkway. On behalf of Houston Chemical Services, he <br />pointed out the ignorance of the citizens at the Town <br />Meeting on August 22, 1987, in regards to the permit <br />
