The meeting was called to order by Mayor Malone at 6:05 P.M. <br /> <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Betty Waters, Ed Matuszak, Alton Porter <br />(arrived at 6:10 P.M.), Mike Shipp, B. Don Skelton, Jerry <br />Clarke <br /> <br />Members of City Council Absent: Councilpersons John Lloyd <br />and Deotis Gay <br /> <br />Members of City Staff Present: City Manager Bob Herrera, <br />City Attorney Knox Askins, City Secretary Cherie Black, <br />Assistant City Manager John Joerns, Assistant to the City <br />Manager Janie Luna, Director of Community Development Joel <br />Albrecht, Assistant City Attorney John Armstrong, Chief <br />Building Official/Zoning Administrator David Paulissen, <br />Inspector Mark Lewis, Director of Public Works Steve Gillett, <br />Finance Manager Robert Stewart, Purchasing Manager Louis <br />Rigby, Police Chief Charles Smith <br /> <br />Others Present: David Brady, Chairman of the Golf Course <br />Advisory Committee; Walter Mahoney, Attorney representing <br />Sweet Pea's Po Boy and Sandwich Shoppe; Melissa Doyle, <br />Bayshore Sun; members of Colt 45s baseball team and their <br />coaches; representatives of two chapters of Daughters of the <br />American Revolution; representatives of Deerport chapter of <br />American Business Women's Association; approximately 30 <br />citizens <br /> <br />2. The invocation was given by Councilperson Skelton. <br /> <br />3. The Mayor presented proclamations for American Business <br />Women's Day, American Constitution Week, and a congratulatory <br />proclamation for the Colt 45s baseball team. <br /> <br />4. The Public Hearing for the request of Wayne Knox for a <br />special conditional use permit under section 10-302(10) of <br />the La Porte zoning ordinance was called to order by the <br />Mayor. <br />
